The 1999 and 2000 year model Honda Civic SiR tops the list of Canada’s most stolen cars.
Consumer popularity also assures the cars will be popular with thieves. Its the second year in a row the Honda SiR has topped the list.
Rick Dubin Vice President of Investigations for the Insurance Bureau of Canada said “The Civics are easy targets.”
Dubin said that once stolen, the cars are most often sold to “chop shops” where thieves completely dismantle the vehicles. The automobile’s individual parts are worth more than the entire car.
The sheer numbers of the cars and their lack of theft deterrent systems make them thieves’ preferred choices.
1999 and 2000 Honda Civics do not come with an electronic immobilizer, however all Hondas from 2001 and onward are equipped with an immobilizer. Immobilizers will be mandatory on all new cars sold beginning September 2007. The devices enable an engine computer to recognize an electronic code in the key. If the code in the key and the engine don’t match exactly, the vehicle can’t be started.
In third place was the 2004 Subaru Impreza, while the 1999 Acura Integra came in fourth, with the 1994 Honda Civic rounding out the top five.
In sixth place, the 1998 Acura Integra, and the 1993 Dodge Shadow completed seventh.
When asked why early model vehicles are selected, he said that, “auto thieves continue to find it easier to steal older vehicles lacking an IBC-approved immobilizer. We’ve seen this trend developing for several years, and these results confirm it.”
Another Honda automobile, the 1996 year model Civic filled eighth place, with the 2000 German Audi TT Quattro in ninth.
The American 1996 Chevrolet/GMC Blazer rounded out the top ten.
None of the above cars had an electronic immobilizer.

Initial Review Of Gap Analysis In ISO 14001

A fundamental concept of the ISO 14001 EMS Standard is continual improvement of environmental performance. Before you can plan for improvement, you must first determine the current state of the organization s environmental programs.
The initial review or gap analysis is, in itself, a microcosm of a well-organized approach to the entire ISO 14001 EMS development process. Each specification of the standard must be reviewed, including policy, legal requirements, training, objectives and targets, operational control systems, document control, auditing, management review, and corrective action.
The review should take into account the culture, products, marketing strategies, and other specifics of the organization. In all cases, consideration should be given to the full range of operating conditions, including possible incidents and emergency situations that may be encountered.
The ability of suppliers and subcontractors to comply with the Organization s EMS program and applicable regulatory requirements should also be evaluated. It is strongly recommended that the initial review consider energy use, financial accounting, and information systems so that these issues may be integrated into the EMS program.
To effectively begin the Initial Review, several things must happen. First, Management should issue a company-wide announcement of intent and endorsement. This should include estimates of the time required to complete the Initial Review, and time required to complete the entire project. Second, the project leader should be identified and vested with ample authority for completion of the project.
The Initial Review is a review of all pertinent documents, from which an accurate plan is designed for the EMS Gap Analysis.
All information from the review, including deviation from regulatory requirements and adverse impacts on the environment, should be identified along with policies, programs, procedures, training and work instructions, and operational controls.
A portion of the project team should begin to assemble a registry of appropriate regulations identified during the Initial Review. All pertinent national, state, local and self-subscribed requirements should be assembled. They should be compared with identified environmental impacts.
An Initial Review is also important in ensuring that EMS design is compatible with all current organizational management structures and operations wherever possible. This is especially important where the EMS interfaces with the site s existing health and safety, accounting, computer systems, purchasing, energy utilization and other management programs. The focus will be to achieve operational efficiencies that ensure environmental improvements and maximize cost reductions.
Initial Review outputs will be:
An EMS Gap Analysis Design that details where existing environmental management procedures must be further investigated to determine conformance with the Standard.
A review of the site s overall environmental management strengths/weaknesses.
A schedule of events for the Gap Analysis.
The gap analysis allows for a quick but comprehensive assessment of the facility s existing environmental management practices and procedures, and compares them
with the requirements of the Standard. To perform the Gap Analysis, a standard template tailored for that specific purpose is used. The template is a questionnaire with a three way scoring system, which develops a final rating of the current programs of the site as they compare with the sections of the Standard. The score from this questionnaire and investigative template identifies which areas of the EMS might be enhanced to improve environmental performance and comply with the Standard.
Based on the results of the Gap Analysis, the project schedule and design may require modifications. Modification should precede further systems development. Using the results of the Gap Analysis, the EMS developmental process can now begin.
This may involve modifying existing procedures, adapting other business procedures such as those designed for health and safety, accounting, or risk management to environmental utilization. At certain points, new procedures will be required.
Prior to embarking on EMS development, always remember that the more flexible your EMS is, the easier it will be to implement and the more flexible it will be in the future.

University of Michigan Wolverines head coach Lloyd Carr, who had coached the college football program for thirteen years, announced his retirement from the coaching profession, effective after the Wolverines’ bowl game.
“Yesterday was one of the most emotional days of my life,” Carr said at his press conference, referring to when he informed his team of his retirement. “I’ve cried more tears than I knew I had. I’ve never laughed so hard in my life. There’s so many memories. It was a wonderful day.”
During his tenure at Michigan, Carr won five Big Ten Conference championships and a national championship in 1997. He had a disappointing 1-6 record vs. Jim Tressel’s Ohio State Buckeyes, though his overall record vs. Ohio State was 6-7. Carr’s last victory over Ohio State came in 2003. He amassed a 121-40 overall record while at Michigan and ranks seventh among active coaches with a 75.2 winning percentage.
There has been a lot of speculation, even before Carr’s retirement, regarding who would become the next Michigan head coach. Current Louisiana State University head coach Les Miles is viewed as the top candidate to replace Carr.
Observers see Les Miles as the front-runner despite his recent comments. “I want to stay just where I’m at,” Miles said. “I don’t want to think about it. Don’t want to envision it. I want to go forward and prepare.”

A millionaire reality TV star is being sought by police over the murder of a model whose body was found in a Californian dumpster. 28-year-old Jasmine Fiore was found dead in an unzipped suitcase in Buena Park, Orange County.
Police are seeking real estate tycoon Ryan Jenkins, 32, a contestant on the reality show Megan Wants a Millionaire, in which former Rock of Love hopeful Megan Hauserman dates several rich men with the aim of ultimately becoming the girlfriend of one of them. Jenkins reportedly met Fiore at a Las Vegas strip club and married her two days later.
Jenkins reported the swimsuit model missing hours after the discovery of her body. Since then he has not returned calls from investigators and is considered a person of interest. Police suspect he may be on the run and are trying to trace him as well as a black and white Mercedes car he may be driving.
It is thought that Jenkins may have returned to his homeland of Canada. Fiore, who had worked for Playboy, had been strangled according to police. Her body was found by someone searching for goods to recycle. She was last seen alive at 8:30 p.m. on Friday and had not contacted her family since then.

The Internet is very much present at the Frankfurt Book Fair 2007, not just, like in previous years, as a means for the journalists who have 80 workplaces for their own notebooks to report on the fair, but like before as a chance – and as a threat for rights-owners of digital media.
After a marginal existence in the previous year, bloggers have got their own “living room 2.0” at the fair, furnished with everything a blogger needs, including media attention. Every day from Wednesday October 10 to Sunday October 14 they will write and podcast about the big names to meet, the events not to be missed and their very personal experiences and thoughts. Three of the bloggers write in English, two English language podcasts are done, to widen the reach of the Book Fair 2.0. The blog entries and podcasts will be available until after the book fair at http://www.book-fair.com/en/wordpress/ and the bloggers themselves can be visited on the weekend at hall 4.2, Q411, though until now it is more the media and less the visitors of the fair, the bloggers come in contact with.
Digitalization and digital media, especially books and magazines offered digitally, are a hot topic at this year’s Frankfurt Book Fair, as more and more publishers want to see the digital counterparts of their traditional media not just as a field to be present in, but as a possible profit center. With scientific books, this move already was quite successful: Publishing house Springer for example, offering over 40,000 ebooks and over 1700 electronic magazines, of which over 1200 are still actively continued with Springer, nowadays does an ebook-variant of every traditional scientific book they print – and already has the largest part of their cash-flow from digital media.
This is harder for fiction publishing houses as the Pabel Möwig group (VPM), which has become active early. They do offer the digitized new adventures of – say, the outer-space-hero Perry Rhodan -, but the turnover is still only a small addition to the print and other media versions. Readers become readier to read on a screen, but their readiness is still growing slowly. Since a new generation of readers is growing up using the internet as a reference work – especially Google and Wikipedia – it will become more and more natural in the future.
A growing number of service companies in the publishing sector therefore offers re-digitalization apart from increasingly effective content management systems, with which new forms of media can easily be compiled from the contents of a data base.
Older works, of which the publishing house owns the rights, but for which a reprint might not be profitable, are scanned, divided into content sections and tagged. When the original type face isn’t good enough, books are typewritten in third world countries two or three times which are corrected and merged into a final version. HM King Mswati III of Swaziland has held a massive ceremony to find his 13th wife. More than 50,000 showed up to the unofficial call for brides. All potential brides who attended the two-day Reed Dance, held annually since 1999, were bare-breasted, wearing short, beaded skirts and were supposedly virgins.
As his country’s 37-year-old Ngwenyama (king), Mswati is the last absolute monarch in sub-Saharan Africa.
Mario Masuku, leader of the banned opposition party, said that “The Reed Dance has been abused for one man’s personal satisfaction. The king has a passion for young women and opulence.” Masuku’s comments were based on the fact that the Reed Dance traditionally celebrated virginity and womanliness.
“The king takes a wife whenever he wants, and that’s the way it is. This is our culture, and we will never change,” says Tsandzile Ndluva, 21, one of the dancers at the event.
Ludzidzini Royal Village also hosted the Great She-Elephant, their name for the country’s queen mother Ntombi Thwala. She was greeted by 50,000 people, which is 5% of the nation’s population. Their traditional ceremony for the She-Elephant includes dancing and building a wind-break for her out of reeds.
The King’s current wives include Inkhosikati LaMatsebula, Inkhosikati LaMotsa, Inkhosikati LaMbikiza, Inkhosikati LaNgangaza, Inkhosikati LaHwala, Inkhosikati LaMagwaza, Inkhosikati LaMasango, Inkhosikati LaGija, Inkhosikati LaMagongo, and Inkhosikati LaMahlangu. LaMbikiza has a Master’s Degree in Law.
He has 27 children from his first 13 wives and wives-to-be, and over 200 brothers and sisters, a result of his late father King Sobhuza II’s 70 wives. Mswati must look after all of these relatives with funds from the royal-owned company, Tibiyo TakaNgwane.
At the Reed Dance, Mswati repealed the law prohibiting sexual activity for girls younger than 18. This law was first enacted in 2001, to help in the fight against AIDS, which was, and still is, at crisis levels. The ban was set to end in 2006. The law was actually a revival of the ancient “umchwasho” rite, a Swazi tradition. In the first weeks this law was enacted, Mswati broke it himself, marrying Inkhosikati LaMagongo. This forced him to pay a fine of one cow.
Forty-percent of Swazis are HIV positive, including 42% of pregnant women, a matter that the King was taken to heart, to some extent. He has travelled internationally to try and raise money, increase awareness, and seek solutions to the epidemic. World-renowned musicians like Michael Jackson have signed on to record an album, to raise funds for orphans in the country. However, the young king does not seem to have realised the importance of leadership by personal example, and the Swaziland Ministry of Health website [1] shows little evidence of his government’s commitment to address the issue.
The King says he is suffering from stress, finding it difficult to cope with the pressure of work. He told BBC News “I find very little time with my family most of the time. I normally work until 11pm… and this makes me feel stressed because I’m being overworked, but I have to do everything possible to satisfy my people.”
