Echoing the federal government’s healthcare program, Florida sets forth its Medicare coverage on four basic levels: Component A, Component B, Component C and Component D. With benefits aligned to the mandate of the federal law, the Florida Medicare is not only equipped with the primary coverage but is also anchored on a lineup of supplemental services. The presences of a Health Maintenance Organization as a specific type of healthcare and of final expense insurance are just two of these extra features.

Component A of the Florida healthcare system, which covers inpatient services, is covered by the beneficiaries’ taxes that integrate Florida Medicare premiums. The premium is not actually paid except for new comers or those with insufficient accounts due to deficiencies in the Medicare taxes. In this isolated cases would component A premiums be demanded.

Florida Medicare Component B is an elective insurance offering and is essentially for other necessary medical expenses such as home healthcare, wellness and outpatient benefits. Coinsurance for this part is placed at twenty percent. Premiums range from smallest $96 to highest amount of $110 but an increment of $46 to $253 monthly may be paid in case annual income exceeds $85,000. Also, a deductible of $162 is required yearly before Medicare pays 80% of the total amount.

The third level or Component C is a health chart known as “Florida Medicare Advantage”, which combines the first two parts and can contain the component D benefits. Deductibles and copayments are also present in this type of health plans. An advantage afforded by this part is its lower price or premium than a supplement plan under Medicare. Accordingly, a lot of Florida’s policies pertaining to component C charge no premiums.

Drug benefits fall under component D. These may be availed of under a stand-alone policy that a private insurance company in Florida offers. Component C Medicare Advantage plan however, can offer similar drug-related provision upon enrolment. Choosing between these options will be a personal consideration for any interested applicant, either cost-wise or by virtue of practicality.

A number of insurance product carriers offer part C drug policies in Florida. Medicare supplement options are likewise available from these carriers. Included in the roster of viable carriers in Florida are the AARP UnitedHealthCare, Humana, Blue Cross Blue Shield of Florida, Gerber and Mutual of Omaha. There are other existing carriers but the mentioned names have the biggest networks in Florida.

The ideal choice among present networks is a concern that will only be determined by research and personal impression. Also, especially for those with critical minds, it is always a good thing to ask questions. Providers are in the best positions to answer queries so that a proper and informed decision can be made. Comparisons between providers ought to be made, further ensuring that coverage needs and costs parallel those of the original Medicare policy.

Eligibility for the Medicare program is disseminated by way of notifications. Qualified American retirees are automatic component A beneficiaries. The other options such as Component B are made known through regular enrolment periods. Special assistance can also be obtained from the official government site for Medicare and organizations such as those providers.

All Inclusive Holidays to Cuba are popular, but do yourself a favour and check out this adult only hotel which is a really romantic destination in Guardalavaca.

Undoubtedly one of the top all inclusive holidays to Cuba can be had at the Paradisus Rio de Oro in Guardalavaca. It is one of the best Sol Melia Hotels anywhere and it sits on a low rocky cliff overlooking Playa Esmeralda. Formerly a family hotel it has just been converted to to an adult only resort. To say it is in the luxury class could be very true and a number of influential people rate it as the top luxury hotel in Cuba.

The Paradisus Rio de Oro sits in beautifully manicured landscaped gardens, which is always something that guests remark upon. Within the gardens you will find well built and attractive two storey blocks which house the rooms, and also the more exclusive casitas, which consist of two apartments with separate terraces and outdoor showers.

You will enjoy the rooms, all of which are very large and very well kitted out. They have separate living areas from the bedroom, good balconies and very large bathrooms. The second floor rooms have higher ceilings than those below, and if you book a corner rooms, then the balconies are bigger.

If your pocket stretches to it, and this is an amazingly romantic honeymoon destination, then book one of the two huge oceanview villas, which are very private as well as having their own swimming pool. You won’t find better accommodation anywhere in Guardalavaca.

The whole ambience is that of a very luxurious hotel. When you walk around the paths surrounded by lush vegetation, weaving around the ponds you will see private sitting areas everywhere with hammocks slung between the trees where you can idle your time away with a good book and an amazing cocktail.

There are many all inclusive holidays to Cuba, but there isn’t an all inclusive hotel with the quality of cuisine you will find at the Paradisus Rio de Oro. You will get a far better selection of restaurants for a start, but be careful because a couple of the specialised restaurants are in high demand so early booking is advised if you want to eat there. By the way there are five restaurants, which are The Buffet restaurant open for all three meals, the Beach Restaurant with lunchtime BBq’s and snacks, then the Cuban, Mediteranean, Japanese, and Gourmet Restaurants all fine a la carte dining . If you love seafood then you will love the restaurants at the Paradisus Rio de Oro. You can eat lobster most nights!!

There is a snack bar BBQ by the pool, and three other bars, so the leisure drinkers are well catered for as well!!

The main beach which is lovely, is accessed down some stairs built into the cliff, and there are three small beaches in coves which you get to through the gardens, and they are almost like your own private beach here, because guests don’t seem to find out about them. The Paradisus Rio de Oro has rightly been described as the most beautiful resort in Cuba, as well as being one of the top luxury hotels in Cuba. There are a lot of little touches to make you realise that you have made a great choice here. This would make the most marvellous romantic honeymoon destination, especially as it has now been converted to adult only. The staff enhance the Paradisus Rio de Oro, with extremely good and courteous service, where nothing seems to be too much trouble.

If you like all inclusives, then the Paradisus Rio de Oro is undoubtedly the top in all inclusive holidays to Cuba. It is romantic, luxurious, and best of all adult only.

Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Toothpaste fills cavities without drilling

Thursday, February 24, 2005

A paste containing synthetic tooth enamel can seal small cavities without drilling. Kazue Yamagishi and colleagues at the FAP Dental Institute in Tokyo say that the paste can repair small cavities in 15 minutes.

Currently, fillers don’t stick to such small cavities so dentists must drill bigger holes. Hydroxyapatite crystals, of which natural enamel is made, bond with teeth to repair tiny areas of damage.

Yamagishi and colleagues have tested their paste on a lower premolar tooth that showed early signs of decay. They found that the synthetic enamel merged with the natural enamel. The synthetic enamel also appears to make teeth stronger which will improve resistance to future decay. As with drilling, however, there is still the potential for pain: The paste is strongly acidic to encourage crystal growth and causes inflammation if it touches the gums.

The paste is reported in the journal Nature.

Toyota fined $16 million by US government over recalls

Tuesday, April 6, 2010

US regulators intend to fine Toyota Motor Company $16.4 million over allegations that the company failed to notify government officials in “a timely way” about flaws in its vehicles that led to a major recall earlier this year.

The fine is the maximum penalty allowed under current US law, and would be the largest ever against an automaker, dwarfing a $1 million fine against General Motors in 2004. The U.S. Transportation Department is also considering the possibility of further fines if it was determined that the company had committed other violations of US law. The fine is the result of an investigation opened on February 16 into Toyota’s actions during the recall of 2.3 million vehicles in the US. Toyota now has a period of two weeks in which it can appeal the fine.

They knowingly hid a dangerous defect for months from U.S. officials and did not take action to protect millions of drivers and their families.

Current law requires an automaker to notify the US government within five days if it has determined that a safety issue exists in one of its vehicles. Internal Toyota documents obtained by the government showed that the company was aware of the issues in its cars as early as September 2009, well before it reported the problems to the US government in January.

US Transportation Secretary Ray LaHood said that the government has “proof that Toyota failed to live up to its legal obligations,” and that “they knowingly hid a dangerous defect for months from U.S. officials and did not take action to protect millions of drivers and their families.”

Toyota, in a statement posted on their website, said that “We have already taken a number of important steps to improve our communications with regulators and customers on safety-related matters as part of our strengthened overall commitment to quality assurance.” The statement added, “These include the appointment of a new Chief Quality Officer for North America and a greater role for the region in making safety-related decisions.”

Several dead in Oregon college shootings

Several dead in Oregon college shootings
Posted by , No Comments

Sunday, October 4, 2015

Nine people were killed on Thursday by 26-year-old Chris Harper Mercer on the campus of Umpqua Community College in Roseburg, Oregon. By various reports seven or nine people were also injured. Officials said Mercer killed himself during the subsequent shootout with police.

Mercer began the killing spree in a class where he was a student by shooting the class teacher, and killed eight students in that and at least one other classroom. In the next classroom, a student nurse unsuccessfully tried to save the life of her friend who was wounded by the gunman. Another student, ex-soldier Chris Mintz, was shot seven times after coming to help.

The reasons for the attack are not known but CNN reports he singled out people who identified themselves as Christian. The BBC noted Mercer may have revealed his plans via social media and possibly left a written statement. He briefly served in the US Army in 2008.

An ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) agent said authorities found six weapons at the college and a further seven weapons from the gunman’s home, including a shotgun, all of which appear to have been obtained lawfully by Mercer and members of his family. State laws permit people to carry concealed weapons in higher education institutions and at least one other person at the college was armed. Oregon recently passed a new gun law in response to a shooting incident in 2012, in which a man used a stolen rifle to murder two other people in a Portland shopping center.

Somehow this has become routine. The reporting is routine. My response here at this podium ends up being routine, the conversation in the aftermath of it

Later on Thursday, President Barack Obama spoke for twelve minutes about the incident and called for stricter gun controls in line with other countries like Australia and the United Kingdom. Referring to earlier similar shootings, he said “Somehow this has become routine. The reporting is routine. My response here at this podium ends up being routine, the conversation in the aftermath of it. We have become numb to this”. This is reportedly the fifteenth occasion Obama has spoken out after such a killing spree. He expressed his belief that there would soon be a “press release” from the pro-gun lobby, who would call for a reduction of gun controls. He also predicted there would be criticism levelled at him about his politicization of the matter, but he said “this is something we should politicize.” Although no new initiative was outlined, Obama highlighted Congressional opposition which had stopped “the collection of data on shooting incidents” and stated “this is not something I can do myself.”
