Train collision kills at least eighteen near Brussels, Belgium

Belgian authorities have confirmed that at least eighteen people died in a head-on collision between two passenger trains in the suburbs of Brussels. Other reports suggest that the death toll could be as high as 25. More than 125 passengers are reported injured, 11 of them “very seriously”. Rescuers were still trying to free bodies from the wreckage of the trains more than eight hours after the crash, which occurred in snowy conditions at 08:28 local time (0728 UTC) near the station of Buizingen in the municipality of Halle, about 15 kilometres southwest of the Belgian capital.

One of the trains involved was travelling from Quiévrain to Liège, while the other was travelling from Leuven to Braine-le-Comte. The collision saw the first two carriages of one train being forced upwards into the air over the first carriage of the second train. Eyewitnesses described the collision as “brutal”, with passengers being thrown “violently” around the carriages.

Television footage showed the two smashed locomotives forced up in the air, with passenger cars strewn over a wide area and dazed survivors wandering at the crash site. Train speed at the time of the crash was not immediately known. There are reports that one of the trains ran a stop signal.

Initial reports suggest that the Leuven–Braine-le-Comte train was on the wrong line. It is not known if the train went through a red signal or if there was a problem with the signalling. A “well informed source” quoted by French-language daily Le Soir suggested that there might have been an electrical failure in the signalling system.

The collision occurred on one of the main access lines to Brussels-South station, about 14 kilometres (9 miles) from the Belgian capital. It caused “major damage” to overhead power cables, especially on the Brussels–Mons and Brussels–Tournai lines, and high speed rail services between Brussels and France and the UK have been suspended. Thalys services were temporarily halted due to the accident, with four of its trains in the region being diverted to alternative stations. Thalys services between Brussels and Cologne have now resumed, but services to Amsterdam and Paris are still suspended.

One passenger on board, Christian Wampach, described conditions on board the train, “It was a nightmare. We were thrown about for about 15 seconds. There were a number of people injured in my car but I think all the dead were in the first car.” Wampach was in the third car.

Another passenger, Patricia Lallemand, said, “When we came out we saw dead bodies lying next to the tracks, some mutilated.”

Opposition alliance wins power in Swedish elections

Sweden’s centre-right opposition has narrowly won Sunday’s general election, beating a Social Democratic government for only the third time since the Second World War. The provisional results give 48.1% of the vote to the four-party Alliance for Sweden and 46.2% to the government and its two supporting parties, which translates to a seven-seat majority in the 349-seat Riksdag, Sweden’s parliament. Around 22.50 CET last night Moderate Party leader Fredrik Reinfeldt claimed victory at his party’s election night vigil in Stockholm. Referring to the Moderates’ renewal under his leadership, he said: “We stood for election as the New Moderates. We have won as the New Moderates. We will also – together with our Alliance friends – govern as the New Moderates.” Prime Minister Göran Persson admitted defeat shortly afterwards at the Social Democratic Party‘s election night vigil: “We have lost the election, but we are not a beaten party. We will fight back.” He said however, that he “would not lead the comeback”, and announced his resignation as Prime Minister but also that he would resign as party leader in March 2007, at the party conference convened to choose his successor. Mr Persson has announced that he will hand in his resignation at 16.00 CET today.

The Speaker of the Riksdag, who in Sweden is constitutionally responsible for proposing a new government to the Riksdag, is expected to officially ask Mr Reinfeldt to form a government tomorrow. The opposition Alliance for Sweden (composed of the Moderate Party, the Centre Party, the Liberal People’s Party and the Christian Democrats) had already agreed a common programme and on Mr Reinfeldt as its prime ministerial candidate before the election.

The centre-right opposition has bounced back from a decisive defeat in the general election of 2002, when the Moderate Party’s proposal of large tax cuts and disunity between the four parties led to the government increasing its majority. Commentators are agreed that the move of the Moderate Party towards the centre under its new leader Fredrik Reinfeldt and the agreements reached between the four parties of the centre-right on major policy areas were important in gaining victory. The Moderate Party in particular did well, achieving its best result since 1928 and making a gain of 10.9 percentage points, the biggest gain made by any party since 1914. In contrast, the Social Democrats had their worst result since 1914, with 35.2% of the vote.

The key issue in the election was employment. The opposition argued that more needed to be done to get people into work to support Sweden’s generous welfare state, and proposed to cut income taxes on those with lower incomes and to cut payroll tax, especially for the private services sector and for companies hiring long-term unemployed. This was to be funded mainly by cutting unemployment benefit from 80% of previous income to 70% after 200 days and 65% after a further 300 days. The opposition also argued for more choice in the welfare system.

The government pointed to Sweden’s impressive economic growth, good fiscal situation and low unemployment rate of around 6%. They also attacked the opposition for wanting to undermine the “Swedish model” and attacking those who were already most vulnerable by cutting unemployment benefit. The opposition countered by arguing that unemployment is higher than official statistics suggest because of the large numbers of people on long-term sick leave and in early retirement, as well as government employment schemes.

Sweden’s new government will be presented to the Riksdag on 6 October, and will present its first budget on 16 October.

Woman returns home with Christmas turkey, a month after setting out

A Scottish woman who set out before Christmas to purchase a turkey finally made it home on Monday, after being cut off by snow for a month. Kay Ure left the Lighthouse Keeper’s cottage on Cape Wrath, at the very northwest tip of Great Britain, in December. She was heading to Inverness on a shopping trip.

However on her return journey heavy snow and ice prevented her husband, John, from travelling the last 11 miles to pick her up. She was forced to wait a month in a friend’s caravan, before the weather improved and the couple could finally be reunited.

They were separated not just for Christmas and New Year, but also for Mr Ure’s 58th birthday. With no fresh supplies, he was reduced to celebrating with a tin of baked beans. He also ran out of coal, and had to feed the couple’s six springer spaniels on emergency army rations.

“It’s the first time we’ve been separated”, said Mr Ure in December. “We’ve been snowed in here for three weeks before, so we are well used to it and it’s quite nice to get a bit of peace and quiet.”

New promotional events set for Disney’s “Phineas and Ferb’s Christmas Vacation”

Further promotional and release plans have been announced by The Walt Disney Company‘s new special, “Phineas and Ferb’s Christmas Vacation,” from the company’s cartoon comedy Phineas and Ferb. According to the company’s press release site (Disney XD Medianet), on November 27, Disney will stream the seven musical numbers, performed by the show’s cast and the band Big Bad Voodoo Daddy, that will be showcased in the special on its public radio network Radio Disney. iTunes will then follow by making the songs available for download.

The official special is scheduled to air the following week, on December 6, on the company’s cable network Disney XD with a repeat immediately following it. The proceeding day, Disney Channel SVOD, Disney XD VOD, Disney XD Mobile, iTunes, and Xbox Live Marketplace will release the episode for digital retail. On December 11, fellow Disney network Disney Channel will broadcast the special following a six-hour marathon of the series; the next day, Disney Channel and Disney XD’s websites will release the special for viewing. On December 18, ABC Family will air the episode as part of its month-long event “25 Days of Christmas.” Finally, to help the special’s promotion, costumers dressed as the show’s characters will perform on December 25, 2009, in the “Disney Parks Christmas Day Parade” which will be broadcast on the ABC Television Network.

Disney also confirmed that actors Clancy Brown, Malcolm McDowell, Jane Carr, Mathew Horne, and Bruce MacKinnon will each guest star in the special.

Emergency declared in US state of Washington, eight additional casualties, many still without power

A state of emergency was declared Sunday for the U.S. state of Washington by governor Christine Gregoire, as additional reports of storm-related casualties surfaced. The state National Guard has been deployed to aid in distributing supplies.

Thousands were still without power in the coastal and Puget Sound regions, though most urban areas were back with power as late as Sunday afternoon, and outages were mostly contained to rural and unincorporated areas. Puget Sound Energy reported that roughly 500,000 energy customers out of the 700,000 who lost power were back in service by Sunday evening. Seattle City Light, the city’s independent municipal utility, reported only 18,000 customers still without power as of Monday morning, down from a peak of 175,000.

Four additional deaths related to the post-storm power outage had been reported as of Monday, bringing the total number of casualties to eight. A man in Gig Harbor was electrocuted by a downed power line while walking his dog. Another man in Spanaway died when an unattended candle caused a house fire.

Two died from carbon monoxide poisoning in separate incidents related to use of combustion devices indoors. Roughly a hundred additional cases of non-fatal carbon monoxide poisoning were reported from people using generators or grills indoors. News radio stations and authorities warned the public to stay away from downed power lines and not to use grills indoors. Dr. Neil Hampson at Virginia Mason’s hyperbaric unit, where a number of victims were being treated, warned it could be “the worse case of carbon monoxide poisioning in the country”.

On Monday, four new carbon-monoxide deaths were reported in a family of five in Burien due to an indoor generator. In Canada, which had some damage from the week’s storms, two southern British Columbia carbon monoxide deaths were also reported. Despite continued warnings, hospitals are still seeing cases of carbon monoxide poisoning, including a family in w:Shoreline, Washington which was taken to the hospital after they reported symptoms due to their indoor grill. Neighbors of the Burien family suggested that noise concerns are leading people to place noisy generators indoors.

The massive power outage left many stores and gas stations unable to operate. Some businesses opened with the help of backup generators, conserving power by foregoing heat and refrigeration, exterior lighting, and half the interior lighting. Most stores had run out of “D” size batteries, the most common size for flashlights, as well as firelogs and other essentials. Gasoline shortages were reported throughout the area, with one man selling excess fuel for as high as $15 per gallon, over 5 times the average retail price.

The Red Cross set up shelters throughout King and other affected counties for those without power or food. Hotels reported no vacancies as whole families took shelter in powered hotels, especially in Seattle. Restaurants also reported brisk business as people sought out a hot cooked meal. Tons of perishable food were expected to have become unsafe after the prolonged outage disabled refrigerators and freezers both in homes and stores.

Many of those without power visited nearby friends and family living where power had been continued or restored, while others traveled out of the area to places that had not been affected. The widespread outage made long-distance traveling treacherous on some major routes, with roadway lighting, cellular towers, and services disabled by the outage.

Most major roadways which were closed during the storm were reopened on Friday. The 520 Floating Bridge over Lake Washington, a major conduit to the technology-rich Eastside, sustained minor damage. Amtrak, which had halted its Cascades service, resumed Saturday evening. Sea-Tac Airport resumed operations with a reduced flight load, after a transient power outage on Friday disabled the airport radar and caused all planes to be grounded until it was repaired.

The Internet is very much present at the Frankfurt Book Fair 2007, not just, like in previous years, as a means for the journalists who have 80 workplaces for their own notebooks to report on the fair, but like before as a chance – and as a threat for rights-owners of digital media.

After a marginal existence in the previous year, bloggers have got their own “living room 2.0” at the fair, furnished with everything a blogger needs, including media attention. Every day from Wednesday October 10 to Sunday October 14 they will write and podcast about the big names to meet, the events not to be missed and their very personal experiences and thoughts. Three of the bloggers write in English, two English language podcasts are done, to widen the reach of the Book Fair 2.0. The blog entries and podcasts will be available until after the book fair at http://www.book-fair.com/en/wordpress/ and the bloggers themselves can be visited on the weekend at hall 4.2, Q411, though until now it is more the media and less the visitors of the fair, the bloggers come in contact with.

Digitalization and digital media, especially books and magazines offered digitally, are a hot topic at this year’s Frankfurt Book Fair, as more and more publishers want to see the digital counterparts of their traditional media not just as a field to be present in, but as a possible profit center. With scientific books, this move already was quite successful: Publishing house Springer for example, offering over 40,000 ebooks and over 1700 electronic magazines, of which over 1200 are still actively continued with Springer, nowadays does an ebook-variant of every traditional scientific book they print – and already has the largest part of their cash-flow from digital media.

This is harder for fiction publishing houses as the Pabel Möwig group (VPM), which has become active early. They do offer the digitized new adventures of – say, the outer-space-hero Perry Rhodan -, but the turnover is still only a small addition to the print and other media versions. Readers become readier to read on a screen, but their readiness is still growing slowly. Since a new generation of readers is growing up using the internet as a reference work – especially Google and Wikipedia – it will become more and more natural in the future.

A growing number of service companies in the publishing sector therefore offers re-digitalization apart from increasingly effective content management systems, with which new forms of media can easily be compiled from the contents of a data base.

Older works, of which the publishing house owns the rights, but for which a reprint might not be profitable, are scanned, divided into content sections and tagged. When the original type face isn’t good enough, books are typewritten in third world countries two or three times which are corrected and merged into a final version. Once in the system, digitalized books can be at disposal as MobiPocket ebooks or Print On Demand (POD) and with aid of the Amazon BookSurge program remain available, possibly even within 24 hours.

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”
